Procreate default brush ‘Mercury’, modified to have wet colour dynamics, mimicking watercolour or alcohol marker. Whacky and a little unpredictable, just like traditional medium. Have fun!

Play around with opacity of the brush for different “wetness” strengths

If using multiple layers, set them to MULTIPLY blend mode so the colours “stack” on top of each other.
